VCD is the short form of Video Compact Disc. It uses MPEG to compress and store the video sequence. It has the digital quality of a LD but with a cheaper price and smaller size. 

You can watch VCD on a VCD/DVD player. If you don't have these fancy equipments, but you have a Pentium class computer or PowerPC, then you can view it on your computer. However, you need the software. Here, we have gathered some links of where to get yourself a FREE copy of software so that you can have more money to spend on the VCDs.
